Low-income individuals who buy-in to Medicare may be eligible for Qualified Medicare Beneficiary (QMB), Specified Low-Income Medicare Beneficiary (SLMB), Qualifying Individuals (QI), or Qualifying Disabled Working Individuals (QDWI) Programs, which are Medicare Savings Programs. These programs help offset the cost of eligible individuals’ Medicare premiums, copays or deductibles. To be eligible your income and assets must be below the program’s limits.
The QMB Program helps eligible Maryland residents by paying the full amount of your monthly Medicare premiums and your Medicare co-pays and deductibles.
The SLMB and QI Programs pay only for your monthly Medicare Part B medical insurance premium.
The QDWI Program is for disabled adults under 65 who are no longer entitled to free Medicare Hospital Insurance (Part A) solely because they successfully returned to work. You may be eligible for help with paying your Medicare Part A monthly premium.

Individuals who are disabled or over age 65 and who receive SSI as well as Medicare are entitled to full Medicaid benefits, which are provided as a wrap-around to Medicare once Medicare coverage begins. These individual are also eligible for buy-in which covers Medicare premiums, co-pays, and deductibles.
